But what if the serum made Steve strong and fast and healthy but kept him the same size? 

Imagine pint-size pugilist Steve, running around punching Nazis and unleashing 115lbs of whoop-ass. 

And of course, the propagandists always use trick photography and low angles when they get his picture, to make him look bigger – so most of the public has no idea that the Captain America who’s fighting abroad is actually only 5′4″. And after he goes into the ice, it’s the propaganda – literally larger-than-life – that marches on, with the legacy of a non-pint-sized Cap taking over the cultural consciousness. 

So when they find him and thaw him out, everyone is !!!!?!?!?!???

And Steve is all “You wanna make something of it, pal?”

(Tony in particular feels like he’s short-circuiting because Howard somehow fucking failed to mention that the late great Captain America would make Tony look tall.)
